Team Members

The founders of SRC are professionals from several areas of activity. We are a team of business and public affairs professionals with proven experience of working in/with government and other public institutions, large national and multinational corporations, NGO's, local and international media, trade unions, PR and advertising agencies, banking and financial institutions, etc. The combination of the partner's rich and divers experiences makes for a unique blend, allowing us to understand perfectly the needs of our clients and in the same time to better comprehend and promote their corporate and business goals.

Dan Pulbere

Dan Pulbere has spent 15 years working within the Ministry of Finance where he held various management positions. The experience gained recommended him as a participant and representative of Romania at numerous conferences, seminaries, internal and international workshops (ex: Romania's representative at the Customs Union Council - Bruxelles 2007 - 2011, leader of the Romanian delegation at the negotiations regarding The International Protocol for Combating Illicit Cigarettes Trafficking, Geneva 2007 - 2011).

Dan has left the governmental environment as of June 2011 to pursue an entrepreneurial career in the field of public affairs and fiscal consultancy, leveraging the skills and knowledge acquired during his long governmental career. Dan holds both a Law degree and a banking and finance degree with a Masters Degree in management.

Catalin Doica

Catalin Doica has served for 11 years with the Ministry of Public Finance, including 5 years as a Secretary of State, responsible for the relationship with the Parliament, the social partners and business sector and the coordination of the department for fiscal policies and the administration of the state assets including the state owned companies. Catalin has coordinated the Legal Department of the Ministry of Finance, the "Indirect tax" department, and he was a member of the "Fiscality Commission" of the Ministry of Finance.

After departing the civil servant status in 2009, Catalin has entered the private sector as a member of shareholders permanent committee of a leading Romanian closed-end investment fund as well as a consultant for a variety of enterprises in the energy sector, independent postal services, cash-management services and infrastructure.

Catalin is a Bucharest Law School graduate and PHD candidate in law.
